I thought I would look at our US Constitution. The right to approve money expenditures belongs to the House of Representatives in Article 4 Section 1. The House of Representatives also maintains the right to approve the raising of the United State debt ceiling under a different provision of the US Constitution.
Under two different provisions of the US constitution which is, a-document- of- the-whole, the House of Representatives has two seperate but distinct powers. 1) spending of money, and 2) raising the debt ceiling. One can be done exclusive of the other, but not always. This is a fact that is very important. Even though these poweres are given separately, they can, as a matter of fiscal order, be exorcised simultaneously. No vote is, or should be required when the separate powers are implemented simultaneously.
This happens to be the exact circumstance with which our country is currently faced. The country is currently operating in a mode of deficit spending. Two wars that have been funded by the House of Representatives coupled with tax-cuts(revenue depletion) also approved by this same legislative body. It has also continued to approve other large expenditures while being fiscally in debt. None of this is illegal. They have that power. That power however is collectively provided under separate US Constitutional provisions.
It is also obvious, Consitutionally speaking, that both provisions would be triggered, spending and raising of the debt ceiling. The rights provided by the US Constitution as a whole, are now for political reasons, being undermind by the Republican party that is currently the beneficiary of the collective product.
They want the right to raise expenditures given under two separate provisions, coupled with a right to separate the provisions when it would both encumber the political party in power, and jepardize the reputation and credit worthiness of the United States. Besides being profoundly illegal from the constitutional standpoint, it is fically and morally reprehensible in the extreme. True conservatives need to band together and lance this boil on their reputation.
